A motion was made by Councilman Manning, seconded by Councilwoman Graham, and unanimously carried to approve the minutes of the November 10, 2016, regular meeting of the Washington City Council.
Mayor and Council had an executive session prior to the meeting regarding pending litigation. No decisions were made at that time.
PUBLIC PARTICIPATION: Individuals or group representatives who have signed in prior to the meeting, will have 5 minutes of microphone time to address Council during the public participation portion of the meeting. We prefer if there is a group, a representative be chosen to speak. Audience comments will not be permitted following the public participation portion of the meeting; therefore, we ask that you please review the agenda for any item(s) you may wish to discuss. We have, in the past, had individuals direct comments to Mayor and Council that were not correct or could not be documented. For that reason, we ask that your information be to the point and factual. Although we may not be able to answer your question at this meeting, we will refer your request or recommendation to the proper department for any necessary action.
PUBLIC COMMENT:
Mike Jones, 88 Acheson Avenue, requested that Council consider him an applicant for the Citizen’s Library Board when a position becomes available. He has experience serving on South Fayette Library Board. He provided a letter of interest in the packet of information for the board. He has approval from his employer to serve on the board. Has been a resident of the City of Washington for more than two years. The position that they are considering would be to complete Councilwoman Grahams current term that expires at the end of 2017.

A motion was made by Councilman Manning, seconded by Councilwoman Williams, and unanimously carried to approve the following transfers:
a) $254.90 from LSA FUNDS 85.00/100-000 to CATFISH CREEK PROJECT FUNDS 66.00/100-000.
b) $592.66 from LSA Funds 66.00/100-000 to CATFISH CREEK PROJECT FUND 66.00/100-000.
A motion was made by Councilman Manning, seconded by Mayor Putnam, and unanimously carried to approve the 2017 Washington County Housing Authority Police Patrol Contract.
A motion was made by Councilman Manning, seconded by Councilwoman Williams, and unanimously carried to remove G.B., Firefighter, from Heart & Lung Benefits effective
November 22, 2016.

ADOPTING AN AMENDMENT TO THE ARTICLES OF INCORPORATION OF THE WASHINGTON-EAST WASHINGTON JOINT AUTHORITY. WHEREAS, THE BOARD OF THE AUTHORITY DESIRES TO INCREASE THE TERMS OF EXISTENCE OF THE AUTHORITY. Transportation Authority for the Transit Center located at 50 East Chestnut Street,
Washington, Pennsylvania.
A motion was made by Mayor Putnam, seconded by Councilman Manning, and unanimously carried to approve the PNC Bank 2017 Tax Anticipation Note at a rate of 1.39%. The value of the note is $800,000.00.
A motion was made by Councilman Manning, seconded by Councilwoman Williams, and unanimously carried to approve the following Resolution:

NOTE RESOLUTION AUTHORIZING THE ISSUANCE OF A TAX AND REVENUE ANTICIPATION NOTE, SERIES 2017 WITH THE TERMS SET FORTH IN THE FOREGOING AND ATTACHED CERTIFICATE AND TRANSMITTAL; APPROVING A FORM OF NOTE; AUTHORIZING DESIGNATED OFFICERS TO EXECUTE AND DELIVER THE NOTE; AUTHORIZING AND DIRECTING THE FILING OF PROCEEDINGS WITH THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT; PROVIDING FOR THE PAYMENT AND SECURITY OF THE NOTE; MAKING CERTAIN FEDERAL INCOME TAX COVENANTS IN RESPECT OF THE NOTE; ACCEPTING THE PROPOSAL OF PNC BANK, NATIONAL ASSOCIATION FOR THE PURCHASE OF THE NOTE; AND REPEALING INCONSISTENT RESOLUTIONS.
A motion was made by Councilwoman Williams, seconded by Councilman Manning, and unanimously carried to authorize a refund of $25.00 to Patrick Carr of 139 Fox Chase Drive, Canonsburg, PA 15317, for duplicate payment of a parking citation.
A motion was made by Councilman Manning, seconded by Councilwoman Williams, and unanimously carried to allocate 2017 CDBG funds as follows: $230,000 Central Business
District Revitalization bond payment, $167,000 fire truck payment, $173,500 Home
Rehabilitation.
A motion was made by Councilman Manning, seconded by Mayor Putnam, and unanimously carried to reject all 2016 Storm Inlet Project Bids. (Contract #3895-CE-16-A)
A motion was made by Councilman Manning, seconded by Councilwoman Williams, and unanimously carried to extend the contract of Brandon Dalesio for one year effective from January 1, 2017 until December 31, 2017.

A RESOLUTION OF THE CITY OF WASHINGTON, COUNTY OF WASHINGTON, COMMONWEALTH OF PENNSYLVANIA, APPROVING THE TRANSFER OF RESTAURANT LIQUOR LICENSE NO. R-18477 INTO THE CITY OF WASHINGTON FROM NORTH STRABANE TOWNSHIP.
A motion was made by Councilman Manning, seconded by Councilwoman Graham, and unanimously carried to support the Washington Senior Citizen’s Grant Application, requesting funds to finance the installation of an elevator in the building located at 69 West Maiden Street, Washington, PA 15301. The Washington Senior Citizen Center has used the building for thirty-nine years and it is anticipated that the Washington Senior Citizens Center will continue using this facility for the next ten years.
Comment: Mayor Putnam advised that the city owns the building where the Senior Citizen’s Center is located and Council is supporting the request to install an elevator.

The next regular meeting of the Washington City Council will be held on Thursday,
January 12, 2017 at 7:00 pm in Council Chambers. The Agenda Meeting will be held on Monday, January 9, 2017 at 6:00 p.m.
The City Building will be closed on Monday, December 26, 2016 in observance of the Christmas Holiday. Regular office hours will resume on Tuesday, December 27, 2016 at 8:30 A.M.
