A motion was made by Councilman Manning, seconded by Councilman Westcott,
and unanimously carried to approve the minutes of the August 10, 2017
regular meeting of the Washington City Council.

PUBLIC PARTICIPATION:
Individuals or group representatives who have signed in prior to the
meeting, will have 5 minutes of microphone time to address Council during
the public participation portion of the meeting. We prefer if there is a
group, a representative be chosen to speak. Audience comments will not be
permitted following the public participation portion of the meeting;

wish to discuss. We have, in the past, had individual’s direct comments to
Mayor and Council that were not correct or could not be documented. For
that reason, we ask that your information be to the point and factual.
Although we may not be able to answer your question at this meeting, we

A motion was made by Councilman Manning, seconded by Councilwoman Graham,
and unanimously carried (Councilman Westcott abstained from voting on item
letter (l.)) to approve the following payments to:

A motion was made by Councilman Manning, seconded by Councilman Westcott,
and unanimously carried to approve the following transfer:

(a) Storm Sewer Improvement Bond Proceeds in the amount of $2,008,430.43
from the General Fund Reserve Account (46.00/492-900) to the newly created
Storm Sewer Improvement Fund. (53.00/392-900.)

and unanimously carried to approve the subdivision for 15 East Katherine
Avenue for Kim A. Stacher DMD.

A motion was made by Councilman Manning, seconded by Councilman Westcott,
and unanimously carried to appropriate $25,000.00 to the Citizens Library
Association of Washington PA for 2017.

A motion was made by Councilman Manning, seconded by Councilwoman Williams,
and unanimously carried to approve the Residential LERTA for Lashae Jones
214 Burton Avenue Washington, PA 15301, PARCEL: 760-0118-00-02-0015-00,
effective January 2017.

A motion was made by Councilman Manning, seconded by Councilwoman Graham,
and unanimously carried to approve the proposal from McKean Plumbing
Heating & Supply Co., Inc. in the amount of $1,995.00 to repair water
lines and toilets at the Washington City Police Department.

A motion was made by Mayor Putnam, seconded by Councilman Manning, and
unanimously carried Take action to approve the contract between the
Washington County Housing Authority and the City of Washington for extra
police services effective October 1, 2017 through September 30, 2018.

A motion was made by Councilman Westcott, seconded by Councilwoman
Williams, and unanimously carried to authorize the City of Washington Fire
Department to advertise and begin the process of creating a Civil Service
List regarding the hiring of firemen.

A motion was made by Councilman Manning, seconded by Councilman Westcott,
and unanimously carried to support the following 2018 LSA Applications:

(a) City of Washington Parking Authority LED Lighting Project

(b) Brownson House Field House Site Acquisition Project

(c) City of Washington Citywide Development Corporation Home Rehabilitation
Program

(d) Business District Authority Façade Project

(e) Heritage Alliance Billboard Marketing Project

(f) TRPIL Universal Design Features Project

(g) Washington & Jefferson Greater Washington Area Incubator

A motion was made by Councilman Manning, seconded by Councilman Westcott,
and unanimously carried to submit the 2018 LSA Application on behalf of the
Rotary Club for the Main Pavilion Renovation Phase II Project and earmark
$7,000 for the Gamewell System as match.

A motion was made by Councilwoman Williams, seconded by Councilman Manning,
and unanimously carried to submit the 2018 LSA Application for the City of
Washington Demolition Project and earmark $50,000 CDBG Funds as match.

A motion was made by Councilman Manning, seconded by Councilman Westcott,
and unanimously carried to approve Payment No.1 (Final) to Slusarczyk
Excavation for the 365 Henderson Avenue Inlet Repair Project in the amount
of $8,750.00. CHARGE: 53.00/436-682 Construction Costs:
Stormwater Improvement Fund.

A motion was made by Councilman Westcott, seconded by Councilman Manning,
and unanimously carried to approve CO #1 and payment to Slusarczyk
Excavation for the 365 Henderson Avenue Inlet Repair Project in the amount
of $1,982.22. CHARGE: 53.00/436-682 Construction Costs:
Stormwater Improvement Fund.

A motion was made by Councilman Manning, seconded by Councilwoman Williams,
and unanimously carried to award the Burton Avenue Stormwater Project to
Independent Enterprises, Inc. in the amount of $248,445.00.

A motion was made by Councilman Westcott, seconded by Councilman Manning,
and unanimously carried to award the Duncan and 4th Avenue
Tunnel Stormwater Project to Robert C. Burns Co. in the amount of
$16,400.00.

A motion was made by Councilman Manning, seconded by Councilman Westcott,
and unanimously carried to award the Lockhart Street Stormwater Project to
Morgan Excavating, made a motion LP in the amount of $3,650.00.

A motion was made by Councilman Westcott, seconded by Councilman Manning,
and unanimously carried to modify the current requirements for newly hired
individuals, as defined in the Collective Bargaining Agreement between the
City of Washington and the Teamsters Local Union #585 defined in Article 4
Section 4.6. The Employer and the Union agree to waive the provision that
states: “Any newly hired individual shall be required to possess a Class
“A” CDL at time of hire.” The Employer and the Union agree to amend this
requirement to a Class “B” CDL.

A motion was made by Councilwoman Williams, seconded by Councilman Manning,
and unanimously carried to adopt the City of Washington Pollutant Reduction
Plan for the Upper Chartiers Watershed (MS4.)

A motion was made by Councilman Manning, seconded by Councilman Westcott,
and unanimously carried to approve payment to PNC Bank, in the amount of
$741,636.97 for Act 205 Pension Collections thru 9/7/2017. CHARGE: 79.00/483-000. Act 205 Distressed Pension Fund.

A motion was made by Councilman Manning, seconded by Councilwoman Graham,
and unanimously carried to schedule the City of Washington Trick or Treat
date and times for Tuesday, October 31, 2017 from 6:00 p.m. until 7:30 p.m.

A motion was made by Councilman Westcott, seconded by Councilman Manning to
award the Dunn Avenue Stormwater Project to Robert C. Burns Co. in the

The next regular meeting of the Washington City Council will be held on
Thursday,

September 14, 2017 at 7:00 pm in Council Chambers. The Agenda Meeting will
be held on Monday, September 11, 2017 at 7:00 p.m.

The City Building will be closed on Monday, September 4, 2017 in observance
of Labor Day. Regular office hours will resume on Tuesday, September 5,
2017 at 8:30 A.M.
