A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and carried to approve the minutes of the April 5, 2018 Regular Meeting of the Washington City Council.
PUBLIC PARTICIPATION:  Individuals or group representatives who have signed in prior to the meeting, will have 5 minutes of microphone time to address Council during the public participation portion of the meeting. We prefer if there is a group, a representative be chosen to speak. Audience comments will not be permitted following the public participation portion of the meeting; therefore, we ask that you please review the agenda for any item(s) you may wish to discuss. PUBLIC COMMENT:
Alice McVay-1028 Michigan Avenue: Asked Council for an update on Michigan Avenue project. Councilman Westcott advised that they Street Department is behind due to the weather but that Widmer is working on a plan and that they have not been forgotten.
Matt Uram-75 East Maiden Street: His father would like to donate a speaker system to the Patriot Pavilion in honor of the Veterans. Requested a dedication on Flag Day, June 14, 2018.

            A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and unanimously carried to approve the following payments:
a.       Widmer Engineering in the amount of $1,185.00 for Washington Park Pool Flooding. CHARGE: 53.00/436-313.

          A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and unanimously carried to approve the following refund:
a.       Mark Greco in the amount of $225.00 for dye test fee no longer needed. (2001 Timber Trail Imperial, PA 15126.) 
A motion was made by Councilwoman Williams, seconded by Mayor Putnam, and unanimously carried to approve the 2017 sick leave buy back for IAFF 2218.
A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and unanimously carried to approve the transfer of $203,059.00 from the General Fund (01.00/492- 995) to the Capital Improvement Fund (77.00/392-900) as per the 2018 Adopted Budget.
A motion was made by Mayor Putnam, seconded by Councilman Westcott, and unanimously carried to approve payment of $25,000.00 from the General Fund Reserve to the Washington County Tax Office for partial payment on delinquent fees.  CHARGE:  46.00/403-430.

ORDINANCE NO. 1909 BILL NO. 4 of 2018
AN ORDINANCE OF THE COUNCIL OF THE CITY OF WASHINGTON, WASHINGTON COUNTY, PENNSYLVANIA, AMENDING ORDINANCE NO. 1774, CHAPTER 15, PART 4, SECTION 407 – SPECIAL PURPOSE PARKING ZONES ESTABLISHED; PARKING OTHERWISE PROHIBITED TO REMOVE 1 HANDICAP PARKING SPACE AT 959 ARCH STREET AND ADD  1 HANDICAP PARKING SPACE AT 940 ARCH STREET; LIMITING HANDICAP PARKING SPACES TO TWO (2) HANDICAPPED SPACES PER CITY BLOCK.
A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and unanimously carried to approve the 2018 renewal of the workers compensation coverage with AmeriHealth insurance at an annual premium of $216,580.00. (This is $2,668.00 less than the previous policy.)
A motion was made by Councilman Westcott, seconded by Mayor Putnam, and unanimously carried to approve the following refund: A motion to approve payment to PNC Bank, in the amount of $940,377.78 for Act 205 Pension Collections thru 03/31/2018. CHARGE: 79.00/483-000. Act 205 Distressed Pension Fund.
A motion was made by Mayor Putnam, seconded by Councilman Westcott, and unanimously carried to Table the approval of the following payment to The Washington School District in the amount of $13,648.59, for their share of the P.I.L.O.T. Program for the fiscal year ending September 30,2017. CHARGE: 01.60/489-521 (Miscellaneous Expenditures-School District In lieu of Taxes-Housing Authority.)
A motion was made by Mayor Putnam, seconded by Councilwoman William, and unanimously carried to remove J.F. from Heart and Lung retroactive to April 11, 2018. 
A motion was made by Councilwoman Williams, seconded by Councilman Westcott, and unanimously carried to place P.B. on Heart and Lung retroactive to March 25, 2018.
A motion was made by Mayor Putnam, seconded by Councilman Westcott, and unanimously carried to award the Washington Park Main Pavilion Restoration (Restrooms) Project to MACBRACEY CORPORATION with the low bid of $103,970.00.

      A motion was made by Councilwoman Williams, seconded by Councilman Westcott, and unanimously carried to accept the Farmers Market Pavilion improvements by Deed of Dedication.
      A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and unanimously carried to approve the appointment of Jessica Roberts, JD to the Washington Business District Authority Board for a term in accordance with the bylaws of the authority. 
      A motion was made by Councilman Westcott, seconded by Mayor Putnam, and unanimously carried to approve O’Reilly Automotive Stores, Inc., lot consolidation for 750-790 Jefferson Avenue. 
      A motion was made by Councilwoman Williams, seconded by Councilman Westcott, and unanimously carried to approve payment to the Citywide Development Corporation for Main Pavilion Grant Reimbursement in the amount of $2,500 CHARGE:82.00/489-000.
A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and unanimously carried to approve submission of the Greenways, Trails and Recreation Program (GTRP) Application to the Department of Community and Economic Development for the Main Pavilion Restoration Project Phase III and to commit $39,147.15 in local matching funds.
A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and unanimously carried to approve Resolution 10 of 2018 requesting Greenways and Trails, and Recreation Program funding in the amount of $221,833.85 for the Main Pavilion Restoration Project Phase III.
A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and unanimously carried to approve payment to the Commonwealth Financing Authority in the amount of $100 for the application fee for the Greenways, Trails, and Recreation Program – Main Pavilion Restoration Project Phase III Project.
A motion was made by Mayor Putnam, seconded by Councilwoman William, and unanimously carried to approve the City Camera upgrade project with Crystalline Technology not to exceed $12,000. CHARGE: 77.00/410-700.
A motion was made by Councilman Westcott, seconded by Mayor Putnam, and unanimously carried to award the Washington Park Recreation Improvements Project (3966-CE-17-D) to Plavchak Construction Company Inc. in the amount of $174,927.50.
A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and unanimously carried to approve Widmer Engineering Inc, Fee Proposal and Contract for Professional Services for the Henderson Avenue – Storm Sewer Relocation Project in the amount of $6,000. CHARGE: 53.00/436-313.
FIRST READING OF ORDINANCE  1910 BILL NO. 5 of 2018
AN ORDINANCE OF THE COUNCIL OF THE CITY OF WASHINGTON, WASHINGTON COUNTY, PENNSYLVANIA, AMENDING CHAPTER 282-SHADE TREE COMMISSION OF THE CONSOLDIATED STATURES OF THE CITY OF WASHINGTON, ORDINANCE NO.; DELETING IN THEIR ENTIRETY SECTIONS 282.3, 282.4, 282.5, 282.6; SUBSTITUTING CITY COUNCIL FOR SHADE TREE COMMISSION IN ALL OTHER SECTIONS OF THE ORDINANCE.
      A motion was made by Councilwoman Williams, seconded by Councilman Westcott, and unanimously carried to authorize the City of Washington Fire Department to begin the testing procedures for the Ranks of Captain and Driver/Engineer.
A motion was made by Councilwoman Williams, seconded by Mayor Putnam, and unanimously carried to swear in Gerry Coleman as the new City Fire Chief.
COMMENT: The OATH OF OFFICE was given to Chief Gerry Coleman by Mayor Putnam.
      A motion was made by Mayor Putnam, seconded by Councilman Westcott and unanimously carried to Table the swearing in of Dennis Myers as a part-time Parking Enforcement Officer as he was not present.

Mayor Scott Putnam: Congratulated Chief Coleman. Announced that tomorrow, May 4, 2018 is First Friday at the Farmer’s Pavilion at 4:00 p.m.
The next regular meeting of the Washington City Council will be held on Thursday,
June 7, 2018 at 7:00 P.M. in Council Chambers.  The Agenda Meeting will be held on Monday, June 4, 2018 at 6:00 P.M.
The City Building will be closed on Monday, May 28, 2018 in observance of Memorial Day. Regular office hours will resume on Tuesday, May 29, 2018, at 8:30 A.M.
