A motion was made by Councilman Manning, seconded by Councilwoman Williams, and carried unanimously to approve the minutes of the July 12, 2018 Regular Meeting of the Washington City Council.
A motion was made by Councilwoman Williams, seconded by Councilman Westcott, and carried unanimously to approve the minutes of the July 19, 2018 Special Meeting of the Washington City Council.

PUBLIC COMMENT:
Mark Alterici/80 North Main Street (Cricket Store): Wanted to publicly thank the City of Washington Police Department for the professional “top notch” job they did investigating the robbery at their store. He said all of the officers and Detective Rush were professional and he is very grateful for all they did to investigate and make an arrest.
John Benko/120 Maple Alley: Wants speed limit signs and children at play signs placed in Maple Alley. Believes there is drug activity going on in the alley.
James Kozo/1050&1040 Idaho: Thanked the Street Department for patching roads around Glenn & Maple between Bruce and Arch. Asked when Jefferson and Wylie will be taken care of. Mayor Putnam advised Jefferson and Wylie is a State Road.
Chief Robert Wilson: Recommended to Mayor and Council to reopen the 7 th Ward Playground and agreed with Aaron Miller that a gate needs to be placed on School Alley.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF WASHINGTON, WASHINGTON COUNTY, PENNSYLVANIA, AMENDING ORDINANCE NO. 1774, CHAPTER 15, PART 4, SECTION 407 – SPECIAL PURPOSE PARKING ZONES ESTABLISHED; PARKING OTHERWISE PROHIBITED AND ADD 1 HANDICAP PARKING SPACE AT 36 CENTRAL AVENUE AND 1 HANDICAP PARKING SPACE AT 1200 ALLISON AVENUE (WOODLAND); LIMITING HANDICAP PARKING SPACES TO TWO (2) HANDICAPPED SPACES PER CITY BLOCK.
A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to approve Resolution 14 of 2018 for the Sons and Daughters of Italy Primo Italiano Lodge 2800 to erect banners advertising the Italian Festival.
COMMENT: Mayor Putnam asked Carla Mast when the Italian Festival will be and she advised that it will be Friday September 28th at 5 p.m. until 10 p.m. Saturday evening. They will be showing the movie, Moon Stuck on a screen under the pavilion.
A motion was made by Councilman Westcott, seconded by Councilwoman Williams and unanimously carried to authorize the City Clerk to advertise for bids for Solid Waste and Recycling.
COMMENT: Mayor Putnam commented that Council is still working on Bid documents but wanted to get the advertising approved now since in September Council meets later in the month due to Labor Day Holiday.

A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to authorize advertisement for the Duncan Avenue Void Project Bid.
A motion was made by Councilman Westcott, seconded by Councilman Manning and unanimously carried to authorize advertisement for the Henderson Avenue and Wallace Lane Storm Sewer Project Bid.
A motion was made by Councilman Westcott, seconded by Councilman Manning and unanimously carried to award replacement of (3) inlets and exploratory repair at Broad and Brookside to Slusarczyk Excavation, not to exceed $13,000.00.

Councilwoman Monda Williams: Welcomed new Fire Fighter, Devon Hoskins, to the Department and City and wished him good luck at the Fire Academy.
Councilman Ken Westcott: Welcomed Devon Hoskins. Advised that the Street Department is busy getting the paving done before the season ends.
Councilman Joe Manning: Welcomed Devon Hoskins. Thanked Aaron Miller for the work he and The Dreamers have done at the 7th Ward Playground.
Mayor Scott Putnam:
“A motion was made by Mayor Putnam, seconded by Councilwoman Williams, and carried unanimously to re-open 7th Ward Playground effective immediately.”
Mayor Putnam thanked Aaron Miller and The Dreamers for their help in improving the 7th Ward and 8th Ward Playground.
Councilwoman Williams thanked Aaron Miller and the Dreamers. She also thanked Chief Wilson for re-opening the 7th grade playground.
