A motion was made by Councilman Westcott, seconded by Councilwoman Williams, and carried unanimously to approve the minutes of the September 13, 2018 Regular Meeting of the Washington City Council.
PUBLIC PARTICIPATION: Individuals or group representatives who have signed in prior to the meeting, will have 5 minutes of microphone time to address Council during the public participation portion of the meeting. We prefer if there is a group, a representative be chosen to speak. Audience comments will not be permitted following the public participation portion of the meeting; therefore, we ask that you please review the agenda for any item(s) you may wish to discuss. We have, in the past, had individual’s direct comments to Mayor and Council that were not correct or could not be documented. For that reason, we ask that your information be to the point and factual. THE PUBLIC SWEARING IN OF POLICE OFFICER ZACHARIAH DAVIS BY MAYOR SCOTT J. PUTNAM
PUBLIC COMMENT:
Patty Milhoan-36 Springfield: Smell of burning rubber from a furnace at Washington Rotating is causing issues on Springfield. Asked Council to have zoning officer talk to the owners at the company as she believes toxic fumes are being released into the air. Chief Coleman said that he is aware that the company is having issues with their furnace. Ron McIntyre was advised by Mayor Putnam to look into this issue.
John R. Benko-120 Maple Alley: Wants to know when the sign he requested at previous agenda meeting would be put up. Councilman Westcott advised that they were ordered and he would look into it.
Tom Hincy-2147 Shawnee Drive: Pickleball discussion. Councilman Staniszewski will be working with Mr. Hinkle in regards to applying for grants and making sure that next spring the Pickleball Court is up and running.
John Campbell-760 McKinley Avenue: Thanked the Mayor and Council for hiring Zachariah Davis as a police officer. Thanked Chief Coleman and the Fire Department for purchasing coats for the Washington Park Students and for always helping when asked. He also thanked Chief Wilson and Lynn Galluze for always helping the Washington School District when asked.
David Gatling-15 Linn Avenue: Thanked Council for hiring Zachariah Davis.
Mike Dolan-61 Dunn Avenue: Discussed his desire to have Pickleball Courts at Washington Park. He did some measuring at the Courts and wants to make sure the City gets the courts ready for Pickleball for Spring Season.
Joseph DeThomas-106 Elm Street: Urged Council to vote against Ordinance 1914 Bill No. 9.
District Attorney Gene Vittone: Commended Chief Wilson and the City Police Department for their fine work. Presented a check to the City of Washington in the amount of $2,318.00 from drug money that the Drug Task Force seized. Wished Officer Davis well and welcomed him.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF WASHINGTON, WASHINGTON COUNTY, PENNSYLVANIA, AMENDING CHAPTER 24, PART 1, OF THE 1986 CODE OF ORDINANCES, SECTION 325-32, TO – PROVIDE FOR A CAP ON ALL PERSONS PAYING BUSINESS PRIVILEGE TAX IN THE CITY OF WASHINGTON IN THE SUM OF ONE HUNDRED SIXTY-FIVE THOUSAND ($165,000.00) DOLLARS; PROVIDING FOR AN ADDITIONAL TAX AT THE REDUCED RATE OF .0010 ON GROSS RECEIPTS IN EXCESS OF $41,250,000.00.

COMMENT: Councilman Staniszewski stated that the City does have to make tough decisions that encourage businesses to stay in the City.
A motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to release $31,266.66 to CDC Management USA LLC for fire escrow at 1090 Michigan Avenue. CHARGE: 47-389-830
A motion was made by Councilman Manning, seconded by Councilman Staniszewski, and carried unanimously to approve payment to PNC Bank in the amount of $604,286.12 as payment of the 2018 State Aid Allocation. CHARGE: 01.60/483-534 (Pension Contributions.)
A motion was made by Councilman Staniszewski, seconded by Councilman Westcott, and carried unanimously to award the Washington Park Pavilion Restoration Paint Project to D & M Painting Corporation for the base amount of $136,240.00 and alternate #1 for $8,220.00 for a total of $144,460.00.
A motion was made by Councilman Westcott, seconded by Councilman Staniszewski, and carried unanimously to approve payment to BNY Mellon in an amount not to exceed $40,000 for Crossroads Parking Garage debt service payment. (CHARGE: 17/445-245, Operating Expenses/Crossroads Garage Debt.)
A motion was made by Councilman Staniszewski, seconded by Councilman Westcott, and carried unanimously to approve land development from Amanda Mankey for proposed salon at Wylie and Sammy Angott Way.
A motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to approve Solid Waste and Recycling Bids upon review.

A motion was made by Councilman Westcott, seconded by Councilman Staniszewski, and carried unanimously to table a vote on the Solid Waste and Recycling Bids until a later date.
Elected Officials Report:
Councilman Staniszewski: Read revenue report for the Washington Park Pool. Thanked the administration for support of the Park and Pool.
Councilwoman Monda Williams: Thanked residents for attending meetings and urged them to continue attending meetings.
Councilman Ken Westcott: No report.
Councilman Joe Manning: Congratulated and welcomed Officer Davis and wished him luck.
Mayor Scott Putnam: Thanked the Civil Service Commission for all of their hard work.
The next regular meeting of the Washington City Council will be held on Thursday,
November 8, 2018 at 1:00 P.M. in Council Chambers. The Agenda Meeting will be held on Monday, November 5, 2018 at 1:00 P.M.
City Offices will be closed on Monday, October 8, 2018 in observance of Columbus Day. Offices will re-open on Tuesday, October 9, 2018.
Trick or Treat will be held on Wednesday, October 31, 2018 from 5:30 P.M. until 7:00 P.M.
