A motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to approve the minutes of the January 10, 2019 Regular Meeting of the Washington City Council.
PUBLIC PARTICIPATION : Individuals or group representatives who have signed in prior to the meeting, will have 5 minutes of microphone time to address Council during the public participation portion of the meeting. We prefer if there is a group, a representative be chosen to speak. Audience comments will not be permitted following the public participation portion of the meeting; therefore, we ask that you please review the agenda for any item(s) you may wish to discuss. We have, in the past, had individual’s direct comments to Mayor and Council that were not correct or could not be documented. For that reason, we ask that your information be to the point and factual. Although we may not be able to answer your question at this meeting, we will refer your request or recommendation to the proper department for any necessary action.
PUBLIC COMMENT:
Betsy Christman- 68 West Prospect Avenue: Flooding and runoff water damaging her property. Requested to meet with the City Engineer to find a resolution. Councilman Westcott stated that he had spoken with Sarah at Widmer previously and will talk with her again.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously toapprove the following payments:
a. Officer Store in the amount of $4,280.90 for ammunition for the City of Washington Police Department. CHARGE: 15/410-239.
b. Greater PITT Tree Service in the amount of $2,500.00 for the emergency removal of (2) Trees at The Washington Park. CHARGE: 52.00/489-000.
c. Widmer Engineering in the amount of $720.00 for Duncan Avenue Storm Tunnel Repair. CHARGE:53.00/436-682.
d. Widmer Engineering in the amount of $765.00 for Wallace Lane Storm Sewer Improvement. CHARGE:53.00/436-682.
e. Widmer Engineering in the amount of $4,500.00 for Washington Park Rec. Improvement Project. CHARGE:5.00/436-682. (Reimbursement back from DCNR & Greenways Grant.)

A motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to approve and authorize a contribution to the Bradford House Historical Association in the amount of $2,000.00 for 2019 Whiskey Rebellion Fireworks Display. CHARGE: 01.55/459-541 (Civic & Military Celebrations.)
A motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to appoint Alex Pochiba, to Police Data Entry Clerk, at a rate of $11.00 per hour for 90 days, then $12.00 per hour, according to S.E.I.U contract and amend the salary ordinance accordingly at a date to be determined.
A motion was made by Councilman Westcott, seconded by Councilman Manning and unanimously carried to approve the contract between Municipal Consulting Service, LLC and the City of Washington, retro-active January 11, 2019 – December 31, 2019.

ORDINANCE 1918 BILL NO. 1 of 2019

Amend and repeal the Code of the City of Washington Serial No. 5, Chapter 335, Article IV, §335-33; Dunn Ave East Park Road to Park Main Gate Stone Pillars. Parking Prohibited at all times in certain locations. (B) Parking shall be prohibited

at all times in the following locations.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to appoint Evan Chambers, Chambers Insurance, to the WBDA Board of Directors, effective 2/2019 through 1/2024.
A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to appoint Zach Storf, Fanatic Impressions, to the WBDA Board of Directors, effective 2/2019 through 1/2024.
A motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to approve payment in the amount of $149,951.82 to the law firm of Eckert Seamans in trust for Piccolomini Contractors, in full satisfaction of an arbitration award entered on September 12, 2017. CHARGE: 01.13/404-314.
A motion was made by Councilman Manning, seconded by Councilwoman Williams, and carried unanimously to approve Resolution 1 of 2019; In the event that the City of Washington is awarded the 2019 Municipal Intern Program grant, the City is authorized to expend an amount not to exceed $2,500.00 for wages plus payroll taxes and workers compensation.
A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to hire John R. Martincic, as a laborer with the Street Department, at a rate of $21.88 an hour according to the Teamsters Union #585 Contract, effective Monday, February 11, 2019, and to amend the salary ordinance accordingly. Motion is pending the results of a pre-employment drug test.
A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to hire Ronald C. Earley Jr., as a laborer with the Street Department, at a rate of $21.88 an hour according to the Teamsters Union #585 Contract, effective Monday, February 11, 2019, and to amend the salary ordinance accordingly. Motion is pending the results of a pre-employment drug test.
A motion was made by to approve Change Order #1 to Earth Support Services in the amount of $34,926.00 for work completed for the Duncan Avenue Void Project. Change Order is included in Payment #1.
A motion was made by Councilman Manning, seconded by Councilwoman Williams, and carried unanimously to approve Payment #1 to Earth Support Services in the amount of $55,359.00 for work completed for the Duncan Avenue Void Project. CHARGE: 53.00/436-682.
A motion was made by Mayor Putnam, seconded by Councilman Westcott and carried unanimously to table the removal of Carla Mast as a signer for the Friends of the Park Bank Account and appoint Nancy Kay Isiminger and Rob Miklic as additional signers for the Friends of the Park Bank Account, requiring a minimum of two signatures for any and all checks processed.

“A motion was made by Mayor Putnam, seconded by Councilman Westcott, and carried unanimously to approve the removal of 3 parking meters on Wheeling Street in front of the First Presbyterian Church, upon payment to the City in the amount of $1,000.00 per meter.”
Mayor Putnam thanked the City Hall Staff for everything they are doing while the City is working through staffing changes.

The next regular meeting of the Washington City Council will be held on Thursday,
March 7, 2019 at 7:00 P.M. in Council Chambers. The Agenda Meeting will be held on Monday, March 4, 2019 at 6:00 P.M.
City Offices will be closed on Monday, February 18, 2019 in observance of President’s Day. Offices will re-open on Tuesday, February 19, 2019 at 8:30 A.M.
