A motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to approve the minutes of the October 4, 2018 Regular Meeting of the Washington City Council.
PUBLIC PARTICIPATION : Individuals or group representatives who have signed in prior to the meeting, will have 5 minutes of microphone time to address Council during the public participation portion of the meeting. We prefer if there is a group, a representative be chosen to speak. We have, in the past, had individual’s direct comments to Mayor and Council that were not correct or could not be documented. For that reason, we ask that your information be to the point and factual. Although we may not be able to answer your question at this meeting, we will refer your request or recommendation to the proper department for any necessary action.
PUBLIC COMMENT:
John R. Benko-120 Maple Alley: Presented Council with photos of signs that were placed in Maple Alley. Thanked the City for putting up the signs including the one that he paid for himself. Stated that he will be writing down the license plates numbers of cars driving down the alley above the posted speed limit and requested that the police write letters to the owners of the vehicles advising them that they were speeding.
Carla Dunlap-830 Addison Avenue: Asked the City for a Letter of Support for the new organization LOYAL (Leading Our Youth to an Abundant Life.) LOYAL plans to print a magazine for Youth to have their voices heard.
Cheryl (Sherry) Jackson-932 East Chestnut Street: Asked Council to help her with her zoning concerns. Was advised by Solictor Mike Hammond to go before the Zoning Board before the City can review.
Neal Isiminger-1100 Jefferson Avenue: Presented a donation in the amount of $500 to the City of Washington Police Department and a $500 donation to the City of Washington Fire Department from Isiminger Towing.
City Council and Chief Wilson and Chief Coleman thanked the Isimingers for their generous support.

A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to approve the following transfers:
a. $2,318.00 from account 01. /389-830 to 81.00/392-900 State Forfeited Property.

A motion was made by Councilman Staniszewski, seconded by Councilman Manning and, unanimously carried to submit a Letter of Intent to the DCED to participate in an evaluation and study to assist in further exploring the interest in partnering with other municipalities for fire protection services.
A motion was made by Councilman Manning, seconded by Councilman Staniszewksi, and unanimously carried to approve the purchase of 4 cameras for the police station not to exceed $2,500.00. Money to be paid fromCHARGE: 81.00/389-830 State Forfeited Property.
A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to approve payment to PNC Bank in the amount of $ 340,260.00 for the city’s final 2018 MMO contribution for the pension fund. CHARGE: 01.60/483-533 (General Fund- Pension Contributions.)
A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to authorize the treasurer to pay off the 2018 TAN Loan to Pittsburgh National Bank in the amount of $1,017,384.97.00CHARGE: 01.90/471-600 & Interest (as per payoff quote) CHARGE: 01.90/470-600.
A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to approve the PNC Bank 2019 Tax Anticipation Note at a rate of 3.08%. Value of the note is $1,000,000.00.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to enter into a cooperation agreement with Washington Health System and Budd’s Barracks, LLC. for the purpose of pursuing a new street from Murtland Avenue to Locust Avenue.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to accept the retirement of Sandra Borkowski effective February 1, 2019 after 23 years of service.
A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to extend the contract of Brandon Dalesio for one year, at the rate of $7.75 per hour, effective from January 1, 2019 until December 31, 2019.

Mayor Scott Putnam: Wished everyone a Merry Christmas and announced that CoCo’s Christmas at the Lemoyne Center is Saturday, December 8th , the City Christmas Parade is tomorrow, Friday, December 7th at 7 pm and the Holiday Market opens at 3 p.m. Thanked the Isimingers for their donations to the City Police and Fire Departments.
The next regular meeting of the Washington City Council will be held on Thursday,
January 10, 2018 at 7:00 P.M. in Council Chambers. The Agenda Meeting will be held on Monday, January 73, 2018 at 6:00 P.M.
City Offices will be closed on Tuesday, December 25, 2018 in observance of Christmas Day. Offices will re-open on Wednesday, December 26, 2018.
