PLEDGE OF ALLEGIANCE TO THE FLAG

A motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to approve the minutes of the May 2, 2019 Regular Meeting of the Washington City Council.

City of Washington Volunteer Recognition: The City of Washington City Council acknowledged and thanked Fern Sibert and Dusty Hopkins for volunteering to help the City by cleaning up our streets and neighborhoods. Mayor Putnam presented Fern and Dusty with Proclamations from the City.


PUBLIC PARTICIPATION: Individuals or group representatives who have signed in prior to the meeting, will have 5 minutes of microphone time to address Council during the public participation portion of the meeting. We prefer if there is a group, a representative be chosen to speak. Audience comments will not be permitted following the public participation portion of the meeting; therefore, we ask that you please review the agenda for any item(s) you may wish to discuss. We have, in the past, had individual’s direct comments to Mayor and Council that were not correct or could not be documented. For that reason, we ask that your information be to the point and factual. Although we may not be able to answer your question at this meeting, we will refer your request or recommendation to the proper department for any necessary action.


PUBLIC COMMENT:

John Benko- 120 Maple Ave:
Complained about condition of Allison Avenue at Wylie intersection. Mayor Putnam advised Mr. Benko that the street department will look into this.

Danielle Jackson- 409 West Chestnut Street: Complained about County Hauling. Stated that in the past five months her garbage has only been picked up 5 times without her having to call to get them to come and pick it up. Said that they are no longer returning her phone calls. Mayor Putnam
advised that they are aware of the problems and that Council has been meeting and will continue to meet with them until they do what they are supposed to do.

Lieutenant Dan Stanek: Thanked the City of Washington for 21 years of employment. Said that he dreamt of being a police officer since he was eight years old and the City of Washington made that dream come true. He is grateful that he was able to serve the City of Washington and that the
City had faith in him as a detective.

COMMENT: The Mayor and City Council thanked Lieutenant Stanek for his 21 years of service to the City and the residents of the City of Washington. They also wished him the best in his new endeavors.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF WASHINGTON,
WASHINGTON COUNTY, PENNSYLVANIA, AMENDING ORDINANCE NO. 1774, CHAPTER 15, PART 4, SECTION 407 – SPECIAL PURPOSE PARKING ZONES ESTABLISHED; PARKING OTHERWISE PROHIBITED, TO REMOVE 1 HANDICAP PARKING SPACE AT 270 ALLISON AVENUE AND 1 HANDICAP PARKING SPACE AT 280 ALLISON AVENUE.

A motion was made by Councilman Westcott, seconded by Councilman
Staniszewski, and carried unanimously to approve promoting Randy Thomas from Public Works Laborer to Public Works Driver at $22.32 an hour, effective June 3, 2019 and amend the salary ordinance accordingly.

A motion was made by Councilman Westcott, seconded by Councilman
Manning, and carried unanimously to approve promoting Jason Furmanek from Public Works Laborer to Public Works Operator at $22.43 an hour, effective June 3, 2019 and amend the salary ordinance accordingly.

A motion was made by Councilman Staniszewski, seconded by
Councilman Manning, and carried unanimously to approve hiring Teresa L.
Hancher as a Property Tax Clerk in the Treasurer’s office effective June 3, 2019 at a probationary rate of $12.00 an hour for 90 days and amend the salary ordinance accordingly.

A motion was made by Councilman Staniszewski, seconded by
Councilman Manning, and carried unanimously to accept the resignation of Sue Bonus, Deputy Treasurer, in the Treasurer’s after 21 years of service, effective June 28, 2019. Amend the salary ordinance accordingly and pay all monies due.

A motion was made by Councilman Westcott, seconded by Councilman
Manning, and carried unanimously to appoint Patti Chappel as the Deputy
Treasurer in the Treasurer’s Office effective July 1, 2019. Amend the salary
ordinance accordingly.


A motion was made by Mayor Putnam, seconded by Councilman
Manning, and carried unanimously to accept the retirement of City Police
Lieutenant Dan Stanek, effective June 16, 2019. Amend the salary ordinance
accordingly and pay all monies due.

A motion was made by Mayor Putnam, seconded by Councilman
Westcott, and carried unanimously to accept the retirement of City Police
Sargent Michael Sulerud, effective June 25, 2019. Amend the salary ordinance accordingly and pay all monies due.

A motion was made by Councilman Manning, seconded by Councilman
Westcott, and unanimously carried to approve Resolution 6 of 2019 for World Series Tournaments to erect banners advertising the Pony League World Series.

A motion was made by Councilman Westcott, seconded by Councilman
Manning, and carried unanimously to approve the Agreement between the SEIU Local 668 and the City of Washington, PA.

A motion was made by Councilman Westcott, seconded by Councilman
Manning, and carried unanimously to approve Resolution 6 of 2019 for the
Traffic Signal Approval to the PA Department of Transportation and to sign the Application on behalf of the municipality.

A motion was made by Councilman Westcott, seconded by Mayor
Putnam, and carried unanimously a motion to approve the renewal of health care coverage through GPA/ELAP Network at no increased cost and to retain Millennium Administrators as our third-party administrator.

A motion was made by Councilman Westcott, seconded by Councilman
Manning, and carried unanimously to approve Resolution 7 of 2018 submit a Greenways, Trails and Recreation Program (GTRP) Application in the amount of $201,311 with a match commitment of $30,197 for a total project cost of $231,508. Approve the application fee of $100.00.

A motion was made by Councilman Westcott, seconded by Councilman
Manning, and carried unanimously to terminate City of Washington employee (G. B.), effective 8:00 A.M. June 7, 2019, to pay all monies due and amend the salary ordinance.

A motion was made by Councilman Westcott, seconded by Councilman
Manning, and carried unanimously to approve a real estate tax appeal settlement for the property located at 90 West Chestnut Street, in the amount of $2,794,373.00 at No. 2018-6609, in the Court of Common Pleas of Washington County and $1,172,127.00 at No. 2018-6610 for the tax year 2019.

Mayor Scott Putnam: Congratulated the Washington High School Class of 2019 on their graduation last evening.

  • First Friday at the Community Pavilion on Main Street is tomorrow Friday June 7, 2019 from 5:00 p.m. until 9:00 p.m.
  • The Washington County Auto Show is also at the Community Pavilion on Friday, June 7, 2019 and Saturday, June 8, 2019.
  • The Washington Park will celebrate the 4th of July on Wednesday, July 3 rd with an evening of music, night swimming and fireworks. Fireworks begin at dusk.
  • The Whiskey Rebellion Festival is July 11-14th on Main Street.

The next regular meeting of the Washington City Council will be held on Thursday, July 11, 2019 at 7:00 P.M. in Council Chambers. The Agenda Meeting will be held on Monday, July 8, 2019 at 6:00 P.M.

A Demolition Hearing is scheduled prior to the regular meeting of the Washington City Council on Thursday, July 11, 2019 at 6:30 P.M. in Council Chambers.

City Hall Offices will be closed on Friday, June 14, 2019 in observance of Flag Day. Offices will re-open on Monday, June 17, 2019 at 8:30 A.M.
