MOTION was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to approve the minutes of March 5, 2020, Regular CouncilMeeting of the Washington City Council.

PUBLIC PARTICIPATION: Individuals or group representatives who have signed in prior to the meeting, will have 5 minutes of microphone time to address Council during the public participation portion of the meeting. We prefer if there is a group, a representative be chosen to speak. Audience comments will not be permitted following the public participation portion of the meeting; therefore, we ask that you please review the agenda for any item(s) you may wish to discuss. We have, in the past, had an individual’s direct comments to Mayor and Council that were not correct or could not be documented. For that reason, we ask that your information is to the point and factual. The April 2, 2020, Regular Council Meeting was held via ZOOM due to the COVID- 19 (Coronavirus)Pandemic. The Agenda was posted on the City’s Website at 12:00 P.M. (Noon) on Wednesday, April 1, 2020. The City Clerk’s email address was provided for Public Comment. No one has responded, the Public Participation portion of the meeting was closed.

Chief Robert Wilson presented the 2020 Police Applicants Eligibility Lists provided by Civil Service Chairman Richard Beck to Mayor and City Council.

Motion was made by Councilman Staniszewski, seconded by Councilman Manning, and unanimously carried to accept the 2020 Police Applicants Eligibility Lists.

Councilman Staniszewski’s Zoom connection was lost and he was unable to rejoin the meeting.

Motion was made by Mayor Putnam, seconded by Councilman Manning, and unanimously carried to table the agreement between the International Association of Firefighters Local 2218 Contract, effective January 1, 2020, until December 31, 2024.
COMMENT: Mayor Putnam – Council is awaiting the Actuarial Report before a vote can be made.

Motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried, to promulgate and adopt the City of Washington Emergency Operations Plan (EOP.)

Motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried, to approve payment to the Washington School District in the amount of $27,331.63 for their portion of the 2019 PILOT received from HUD. CHARGE: 01.60/489-521

Motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried, to approve the retirement of City of Washington Police Lieutenant, Roy Loeffert, effective march 13, 2020, pay all monies due, and amend the salary ordinance accordingly.

was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to approve Resolution NO. 3 of 2020 to adopt the Declaration of Emergency for the City of Washington, Washington County, Pennsylvania, as it pertains to the existing public health emergency associated with the spread of Coronavirus (COVID-19 PANDEMIC, retroactive from March 24, 2020until the end of July 2020, or until Governor Wolf lifts the Emergency Disaster Resolution.

Councilman Ken Westcott – PENNDOT approved patching on East Maiden Street to begin on Monday, April 6, 2020. 68 Prospect is flooding and he is going to have the City Engineer look at it.
Councilman Joe Manning – Thanked Chief Wilson and Chief Coleman for their hard work to adapt the City’s Emergency Plans due to COVID-19. Stated that small businesses are going to be affected by the State Stay at Home order mandated by the Governor. He stated that he and Lynn Galluze spoke with Michael Foreman from DCED and he provided resources for our small businesses to look into for assistance. Councilman Manning thanked Lynn Galluze for putting this information on the City’s website at www.washingtonpa.us. Look for the Red Banner at the top of the website titled Small Business Assistance.
Mayor Scott Putnam – Thanked the Chiefs and staff for everything they have been doing during this time. He spoke with Senator Casey about the new CARES PACKAGE that the government approved. He stated that revenue is going to be down this year due to COVID-19and the City will be faced with a lot of challenges. He reminded City Council to be mindful ofall spending going forward.

City Offices will continue to be closed to the public due to the COVID-19 Pandemic until further notice.
