Mayor Putnam swore in police officers Joshua Haines and Adam Ficter to the City of Washington Police Department.    

CIVIL SERVICE CHAIRMAN, RICHARD BECK PRESENTED THE FIRE DEPARTMENT CIVIL SERVICE PROMOTIONS LIST TO MAYOR AND CITY COUNCIL

Motion was made by Mayor Putnam, seconded by Councilman Manning, and carried unanimously to hire William Kohn from the 2020 Police Applicant Eligibility List, this is a conditional hire, upon passing of a physical and drug screen, and amend the salary ordinance accordingly.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to approve Civil Service Commission to begin the process of a new Police Applicant Eligibility List.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to approve the Civil Service Commission to do the promotion testing in the police department for the Ranks of Corporal, Sergeant and Captain.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to promote Robert Wasik to the position of Fire Captain/Co-Mechanic effective June 16, 2020 and to amend the salary ordinance accordingly.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to promote Greg Florian to the position of Engineer effective July 8, 2020 and amend the salary ordinance accordingly.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to approve the following payments:

  1. Blue Bastion in the amount of $1,943.60 for July 2020 Secaas. CHARGE:00/407.000.
  2. Ideal Integrations in the amount of $8,304.31 for Quarterly Cloud Hosting. CHARGE:00/407.000.
  3. Traffic Control Equipment & Supplies Co. Inc. in the amount of $30,609.00 for replacement of damaged traffic signal (Main & Chestnut.) CHARGE:00/489-000. (Insurance Claims Fund)
  4. Traffic Control Equipment & Supplies Co. Inc. in the amount of $10,864.00 for installation of new lighting pole (Beau Street.) CHARGE:00/489-000.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to approve the following refunds:

  1. Vernon Patrick in the amount of $60.00 for Maintenance Permit paid in error. CHARGE: 01/361-630
  2. Vernon Patrick in the amount of $10.00 for Zoning Permit paid in error. CHARGE: 01/362-64

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to enter into an agreement with Twist Softball for the use of the Washington Park Softball Fields that includes a Reentry Agreement due to Covid-19.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to approve the Military Leave of Absence for Donald Scholz (Fire Department) effective June 7, 2020 and amend the salary ordinance accordingly.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to amend Section 17.2 of the Firefighters IAFF Contract due to a clerical error and amend the salary ordinance accordingly. 

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to approve the Military Leave of Absence for Zachariah Davis (Police Department) effective July 24, 2020 and amend the salary ordinance accordingly.  

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to accept the retirement of Richard Popeck, City of Washington Fire Department, effective July 5, 2020, amend the salary ordinance and pay all monies due.    

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to approve the Change Order #1 for the Stone Pavilion Roofing Project from Nicolella Roofing Company in the amount of $28,986.00 to cover OSB Sheeting Repairs, masonry repairs, gutter system, kitchen rubber roof and other structural repairs. CHARGE: 52.00/489-000.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to enter into an employment agreement with Jeffery R. Donatelli for the City Code Enforcement Position effective July 20th and amend salary ordinance accordingly. 

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to enter into an employment agreement with Fred Sapp for the Building Code Officer Position effective July 20th and amend salary ordinance accordingly.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to approve Sgt. Christopher Luppino to vest his police pension effective July 1, 2020 at 1500 hrs and amend the salary ordinance and pay all monies due.

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously, to purchase (3) Dell OptiPlex 5080 workstations, Monitors and setup from Ideal Integrations in the amount of $5,129.40 CHARGE: 77.00/407-700

Councilman Joe Manning – Thanked Firefighter, Donald Scholtz for his service to our Country.  

Mayor Scott Putnam – The Mayor also thanked Mr. Scholtz for his service.

The next scheduled Regular Council Meeting will be held on Thursday August 6, 2020 at 7:00 P.M. in Council Chambers with Social Distancing Procedures in effect.  The next Agenda meeting will be held on Thursday, August 3, 2020 at 6:00 p.m. in Council Chambers with Social Distancing Procedures in effect.
