PUBLIC PARTICIPATION:  Individuals or group representatives who have signed in prior to the meeting, will have 5 minutes of microphone time to address Council during the public participation portion of the meeting. We have, in the past, had individual’s direct comments to Mayor and Council that were not correct or could not be documented.  For that reason, we ask that your information be to the point and factual.  Although we may not be able to answer your question at this meeting, we will refer your request or recommendation to the proper department for any necessary action.

PUBLIC COMMENT:

Chief Robert Wilson: Directed comments to Councilman Staniszewski for his refusal to wear a mask in City Hall and failure to protect City Employees during the COVID-19 Pandemic as the Director of Buildings.

Motion was made by Councilman Westcott, seconded by Mayor Putnam, and carried unanimously, to approve the following payments:

  1. George R. Smalley Co Inc in the amount of $7,874.20 for Main Pavilion Electric. CHARGE:00/454-700 (Reimbursement from Grant Funds)
  2. Skelly & Loy in the amount of $764.75 for MS4 Permit. CHARGE:00/436-682 (Reimbursement from EIP Funds)
  3. WEWJA in the amount of $2,500.00 for June 2020 Dye Tests. CHARGE: 01-34/413-240
  4. Commonwealth of Pa Clean Water in the amount of $500.00. CHARGE:00/489-000 for Annual NOI Installment.
  5. Ideal Integrations in the amount of $281.50 for Office 365/VPN Aug 2020. CHARGE:00/407-000

Motion was made by Councilman Westcott, seconded by Councilman Pintola, and carried unanimously to approve the following refunds:

  1. Kelly Roth in the amount of $737.50 for Canceled Pavilion Rentals due to Covid-19. CHARGE: 01.00/367-673
  2. Barrister’s Land Abstract in the amount of $75.00 for payment they sent in error. CHARGE:361/651

Motion was made by Councilman Manning, seconded by Councilman Pintola, and carried unanimously to remove G.M. Fire Department from Heart and Lung effective July 6, 2020. 

Motion was made by Councilman Staniszewski, seconded by Councilman Manning, to authorize and advertise sale of the City’s used 1987 Sutphen aerial fire engine on the Public Surplus auction website with a reserve price of $5,000.00.

Motion was made Councilman Staniszewski, seconded by Councilman Westcott, and carried unanimously to approve Nicolella Roofing CO # 2 for the Stone Pavilion Roof project in the amount of $17,455.00. CHARGE: 80.00/489-000 

Motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to approve payment to PNC Bank, in the amount of $893,757.84 for Act 205 Pension Collections thru 7/31/2020. CHARGE: 79.00/483-000. Act 205 Distressed Pension Fund  

Motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to approve payment to Washington Business District Authority in the amount of $2,699.67 for 2020 Special Services District Assessment. CHARGE: 01-60/400-430

Motion was made by Councilman Staniszewski, seconded by Councilman Westcott, and carried unanimously to approve reopening the current collective bargaining agreement between the F.O.P. Lodge 95 and the City of Washington to include the Promotion Process Agreement.

Motion was made by Councilman Staniszewski, seconded by Councilman Pintola, and carried unanimously to approve a Five-Year agreement between the City of Washington and F.O.P. Lodge 95 on the Promotion Process within the City of Washington Police Department.

Motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to pay Municipal Consulting Services $2,696.03 in the amount for Invoice # 4141. CHARGE: 01.34/413-240.

Motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to reject Pickleball bid received from TEDCO Construction Corporation received 8/3/20.

ORDINANCES:

      Motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to approve the final reading of ORDINANCE 1940 BILL NO. 6 of 2020

AN ORDINANCE OF THE COUNCIL OF THE CITY OF WASHINGTON, WASHINGTON COUNTY, PENNSYLVANIA, AMENDING ORDINANCE NO. 1774, CHAPTER 15, PART 4, SECTION 407 – SPECIAL PURPOSE PARKING ZONES ESTABLISHED; PARKING OTHERWISE PROHIBITED, TO ADD 1 HANDICAP PARKING SPACE AT 846 FAYETTE STREET.

     Motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to approve the final reading of ORDINANCE 1941 BILL NO. 7 of 2020 

AN ORDINANCE OF THE COUNCIL OF THE CITY OF WASHINGTON, WASHINGTON COUNTY, PENNSYLVANIA, AMENDING SECTION 44-5, RESIDENCY REQUIRED FOR EMPLOYMENT IN THE FUTURE FOR ALL EMPLOYEES: PROVIDING FOR EXCEPTIONS FOR ALL MANAGEMENT, NON-UNION, AND NON-ESSENTIAL EMPLOYEES NOT COVERED BY ANY TPE OF BARGANING AGREEMENT, TO THE RESIDENCY REQUIREMENTS.

RESOLUTIONS:

   Motion was made by Councilman Manning, seconded by Councilman Staniszewski, and carried unanimously to approve Resolution #5 of 2020 to apply for a Greenways, trails and recreation grant for the Washington Park Playground Improvement Project for  $250.000.00 with a local match of $37,624.00. 

    Motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to approve Resolution #6 of 2020 to give consent to the postal service to establish  32 Victoria Street as 32 Victoria Street Apt. 1 and 32 Victoria Street Apt. 2.
