A Reorganization Meeting was held on Monday, January 6, 2013 at 10AM in Council Chambers, 55 West Maiden Street, Washington, Pennsylvania. Mayor Brenda Davis, presiding, opened the meeting.

The City Clerk verified and read aloud the Election Certificates of Councilwoman-Elect Tracie Graham and Councilman-Elect Joseph M. Manning.
Swearing In Ceremonies for Councilwoman-Elect Tracie Graham and Councilman-Elect Joseph M. Manning commenced next. Mayor Brenda gave the Oath of Office to Councilwoman-Elect Tracie Graham while Christy S. Thomas, City Clerk, gave the Oath of Office to Councilman-Elect Joseph M. Manning.
Mayor Davis welcomed both Council Members.
Newly Elected Officials Comment:
Councilwoman Graham thanked the residents of the City of Washington for all of their support along with her family’s support. She continued by saying that she is looking forward to working with Mayor and Council, and plans to do a good job for all.
Councilman Manning stated that he is honored and humbled that his fellow citizens has elected him to another 4-year term here on City Council. Going into this New Year he is re-dedicating himself to improving the service he provides to the citizens of the City. Councilman Manning said he is very blessed to work with an incredible staff, Susie Koehler and Lynn Galluze, who are the absolute best as to what they do; as are all of our City employees. The City is very fortunate to have them. He continued by saying that he cannot put into words how grateful and moved he was with the outpouring of help and support he received from so many great friends and supporters during this election cycle — he will be forever grateful for what they did for him. It is an honor and a thrill to be a public service, but sometimes it takes a toll on families. Councilman Manning stated that God has blessed him with the best wife a man can ask for. He thanked his wife, Lynn, who was present, for her time and support. Councilman Manning wished Councilman Graham good luck and success during her time in office. He thanked Judge Gilman who swore him into Office earlier this morning at 9:30. He also thanked Christy Thomas, our City Clerk, who honored him by swearing him in this morning.
A motion was made by Mayor Davis, seconded by Councilman Westcott, and unanimously carried, to accept the Election Certificates for the records and authorize the City Clerk to file the same.
Mayor and Council then went into Executive Session to discuss personnel matters.
There was no one signed into speak during the Public Participation Session of this meeting.
A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried, to appoint Councilman Joseph M. Manning as the Director of the Department of Accounts and Finance.
A motion was made by Councilman Manning, seconded by Councilman Faust, and unanimously carried, to appoint Councilman Kenneth Westcott as the Director of the Department of Streets and Public Improvements.
A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried, to appoint Councilman Terry Faust as the Director of the Department of Parks and Public Buildings.
A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried, to appoint Councilwoman Tracie Graham as the Director of the Department of Public Safety.
A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried, to appoint Dodaro, Matta and Cambest, P.C. as the Solicitor for the City of Washington.
A motion was made by Councilman Manning, seconded by Mayor Davis, and unanimously carried, to appoint Widmer Engineering Inc. as the Engineering Firm for the City of Washington.

Councilwoman Tracie Graham – No Comment
Councilman Kenneth Westcott welcomed Tracie to Council and that he is looking forward to working with her. He also congratulated Joe. Councilman Westcott discussed the cold weather that is forecasted to be moving into this area. He reminded everyone of the warming centers at Thomas Campbell Apartments and the Senior Citizens Center. Also, he reminded everyone to take time to check on their elderly neighbors.

Mayor Brenda Davis welcomed Tracie Graham ~ a new face, new energy into Washington’s City Council. Mayor Davis congratulated Joe and is looking forward to working with him.
The Washington City Building will be closed on Monday, January 20, 2014, in observance of Martin Luther King Day. Regular office hours will resume on Tuesday, January 21, 2014 at 8:30AM.
The next regular meeting of Washington City Council will be held this Thursday, January 9, 2014 at 7PM.
The next following Council meeting will be held on Thursday, February 6, 2014 at 7PM in Council Chambers. The Agenda Meeting will be held on Monday, February 3, 2014 at 6PM, also in Council Chambers.
For those of you who do not know – we will be having our Agenda Meeting directly following this meeting instead of this evening.
A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried, to adjourn the meeting.
Mayor and Council held an Executive Session directly after this meeting to discuss personnel matters.
