A motion was made by Councilman Staniszewski, seconded by Councilman Manning, and carried unanimously to transfer $7,316.25 71.00/389-830 Forfeited Property Fund Miscellaneous Revenue to 81.00/389-830 State Forfeited Property Fund Miscellaneous Revenue.
A motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to refund $340.00 to Professional Plus Construction for building permit submitted for property not located within City of Washington. CHARGE: 01-362/641.
A motion was made by Mayor Putnam, seconded by Councilman Manning, and carried unanimously to authorize payment to the Washington County Transportation Authority of an amount not to exceed $802,102.00 to reimburse the Transportation Authority for the purchase of two new Gillig 30-foot buses, at an estimated cost of $401,051.00 each. (The City of Washington is the designated recipient of the previously approved Federal Transit Administration (FTA) grant funds that will be drawn down to pay for the bus purchases. The Washington County Transportation Authority will pay the vendor, Gillig, for the bus purchase, with the City then paying over the FTA grant funds to the Transportation Authority.) CHARGE: Purchase of Buses and Equipment Grant Fund, Transit Expenses – Capital Projects, 27.00/447-743.
A motion was made by Mayor Putnam, seconded by Councilman Manning, and carried unanimously to authorize payment to the Washington County Transportation Authority of an amount not to exceed $16,968.00 to reimburse the Transportation Authority for the purchase of extended warranties on the two new Gillig buses as follows: Cummins extended warranty on engines for 5 years or 300,00 miles at a cost of $5,778.00 per bus; and Allison extended warranty on transmissions for 5 years or 300,000 miles at a cost of $2,708.00 per bus. CHARGE: Purchase of Buses and Equipment Grant Fund, Transit Expenses – Asset Maintenance, 27.00/447-330, pending any and all reimbursements and/or payments from eligible, available FTA, LSA and other local, state and federal funding sources for said expenditure first.

A motion was made by Councilman Staniszewski, seconded by Councilwoman Williams, and unanimously carried to approve the City of Washington Police Department to begin the Civil Service Testing Process.
A motion was made by Councilman Staniszewski, seconded by Councilman Manning, and unanimously carried to approve Widmer Engineering Fee Proposal and Contract for Professional Services for the Washington Park – Storm Water Affecting Pool Project. Not to exceed $1,500.00 CHARGE: 53.00\436-313.
A motion was made by Councilman Manning, seconded by Councilman Staniszewski, and unanimously carried to approve and authorize a contribution to the Bradford House Historical Association in the amount of $2,000.00 for 2018 Whiskey Rebellion Fireworks Display. CHARGE: 01.55/459-541 (Civic & Military Celebrations.)
Elected Officials:
Councilman Staniszewski: Advised that he has been working with the Park Staff and getting ready to make plans for the July 4, 2018 Festival at the Park.
Councilwoman Monda Williams: Stated that she would like to work with Council and collaborate on how to recruit minorities to apply for the City Civil Service tests when they are offered. Councilman Manning stated that years back he had worked with former NAACP representatives, Bob Griffin and Dean Ellis and had created a template for them to begin the John Baker Scholarship. He recommended that they contact local businesses to help fund a scholarship but he wasn’t sure what they had done with it.
Councilman Ken Westcott: Advised that the City is starting a Storm Sewer Management Program to help address infrastructure problems the City has to take care of. The system is over one hundred years old and needs immediate attention.
Councilman Joe Manning: Nothing to Report
Mayor Scott Putnam: The City is continuing to have on-going discussions with the insurance company for the property at 15 North Main Street.
The next regular meeting of the Washington City Council will be held on Thursday,
March 1, 2018 at 7:00 P.M. in Council Chambers. The Agenda Meeting will be held on Monday, February 26, 2018 at 6:00 P.M.
The City Building will be closed on Monday, February 19, 2018 in observance of Presidents Day. Regular office hours will resume on Tuesday, February 20, 2018 at 8:30 A.M.
