A motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to approve the minutes of January 9, 2020, Regular Council Meeting of the Washington City Council.

Mark Swift – 444 East Prospect Avenue: Discussed concerns he has with illegal dumping in the Washington Park and dumping by City Departments. Made suggestions on how he believes the problem can be addressed.

A motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to approve the following payments:

A motion was made by Councilman Manning, Seconded by Councilman Westcott, and unanimously carried to approve payment to PNC in the amount of $82,030.98 for Act 205 Pension Collections thru 12/31/19. CHARGE: 79.00/483-000. (Act 205 Distressed Pension Fund)
A motion was made by Councilman Manning, Seconded by Councilman Staniszewski, and unanimously carried to approve payment to PNC in the amount of $175,830.73 for Act 205 Pension Collections thru 1/31/20. CHARGE: 79.00/483-000. (Act 205 Distressed Pension Fund)
A motion was made by Councilman Manning, Seconded by Councilman Westcott, and unanimously carried to release all monies due Ron McIntyre.
A motion was made by Councilman Manning, Seconded by Councilman Staniszewski, and unanimously carried to enter into a 63 Month lease at $192.80 with Toshiba Business Solutions for the e-Studio 2515as. CHARGE: 01.24/403-210.
A motion was made by Councilman Manning and with no one seconding the motion, the item is removed from the agenda to have the City of Washington join the Washington County Land Bank
A motion was made by Councilman Westcott, seconded by Councilman Staniszewski, and carried unanimously to table the motion to appropriate funds to pave the new emergency access road in the Washington Park.
A motion was made by Councilman Westcott, seconded by Councilman Staniszewski, and carried unanimously to enter into a cooperation agreement between the City of Washington and the Redevelopment Authority of the County of Washington for the Washington Hospital Obstetrics Renovation Project in the City of Washington, Pennsylvania.
A motion was made by Councilman Staniszewski, seconded by Mayor Putnam, and carried unanimously to enter into a cooperation agreement between The City of Washington and the Redevelopment Authority of the County of Washington for the Redevelopment Assistance Capital Program (RACP) funding for the Landmark Building Renovations Project in the City of Washington, Pennsylvania.
A motion was made by Councilman Westcott, seconded by Councilman Staniszewski, and carried unanimously to release the property located at 8-22 West Chestnut Street/93-95 N Main Street to the Redevelopment Authority so they can engage a professional engineer to assess the building and prepare specifications and cost estimate for the demolition of the building and related site work.
A motion was made by Councilman Westcott, seconded by Councilman Staniszewski, and carried unanimously to appoint Councilman Joe Pintola to the WEWJA Authority Board, term to begin February 7, 2020, through December 31, 2024.

RESOLUTIONS
A motion was made by Councilman Westcott, seconded by Councilman Staniszewski, and carried unanimously to approve Resolution 1 of 2020 for the City of Washington to authorize the Mayor of Washington to sign documents relating to PennDOT approvals.
A motion was made by Councilman Westcott, seconded by Councilman Staniszewski, and carried unanimously to approve Resolution 2 of 2020 for the City of Washington to enter into a Contribution Agreement with the Commonwealth of Pennsylvania, acting through the Department of Transportation. (“PennDot”) (Related to the Jefferson Avenue Betterment Project)
OFFICIALS REPORT:
Councilman Matt Staniszewski – Stated that the Park is on track. They’ve seen a significant increase in Credit Card usage for deposits.
COMMENT: Mayor Putnam asked if the Park could look into bringing back Tennis Lessons and Tennis Camps back and Councilman Staniszewski said that he would look into it.

Councilman Ken Westcott – Stated that the Street Department is ready for the snow forecasted for tomorrow.

Mayor Scott Putnam – The City has advertised for the Police Civil Service Test and had 10 applicants. Wished the applicants well on the upcoming testing.

The next scheduled Regular Council Meeting will be held on Thursday March 5, 2020 at 7:00 P.M. in Council Chambers. The next Agenda Meeting will be held on Monday, March 2, 2020 at 6:00 p.m.
City Offices will be closed on Monday, February 17, 2020 in observance of President’s Day. Offices will be open at 8:30 A.M. on Tuesday, February 18, 2020.
