A motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to approve the minutes of the October 4, 2018 Regular Meeting of the Washington City Council.

John R. Benko-120 Maple Alley: Complained about where the signs he requested were placed by the Street Department. Requested a Child at Play Sign. He will purchase the Child at Play Sign and the Street Department will hang it up.

A motion was made by Councilman Manning, seconded by Councilwoman Williams, and carried unanimously to award the 2019-2023 (5-Year) Solid Waste Sweep Contract to Westmoreland Waste, LLC in the amount of $3,343,122.
A motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to award 2019-2023 (5-Year) Recycling Contract to Westmoreland Waste, LLC in the amount of $701,166.92.
A motion was made by Councilman Manning, seconded by Councilman Westcott and carried unanimously to approve Change Order #1 for the Washington Park Pavilion Project to D & M Painting Company in the amount of $24,970.00.
A motion was made by Councilman Westcott, seconded by Councilman Manning and carried unanimously to approve the contract between the Washington County Housing Authority and the City of Washington for extra police services effective October 1, 2018 through September 30, 2018.
A motion was made by Councilman Westcott, seconded by Councilman Manning and carried unanimously to enter into a cooperation agreement with Trek Development to serve as the applicant for the Trek Development Capital Assistance Program Project.
