Motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to accept the August 6, 2020 Regular Council Meeting Minutes.

PUBLIC PARTICIPATION:  Individuals or group representatives who have signed in prior to the meeting, will have 5 minutes of microphone time to address Council during the public participation portion of the meeting. We prefer if there is a group, a representative be chosen to speak. Motion was made by Councilman Manning, seconded by Councilman Westcott, and carried unanimously to approve the following transfers:

  1. $3,000.00 from 01.15/410-266 Police Training and Schooling to 01.15/410-183 Police Overtime.
  2. $16,125.00 from 01.53/454-171 Park Salaries/Maintenance to 01.53/454-161 Park Salaries/Maintenance.

 Motion was made by Councilman Westcott, seconded by Councilman Staniszewski, and carried unanimously, to accept the recommendation of the City of Washington Planning Commission to recommend approval of the Get Go Project subject to the following: Approval of the Plan from WEWJA, PA American Water, and NPDES-E&S controls from PennDot; Application and approval of demolition, grading and sign permits.

Motion was made by Councilman Manning, seconded by Councilman Staniszewki, and unanimously carried to approve the City Fire Department’s application to the PA American Water Grant for $1,000.00.

Motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously, to approve Short Term Disability for C.A. (Public Works Department), effective October 15, 2020. 

Motion was made by Councilman Staniszewski, seconded by Councilman Westcott, to approve the retirement of Lieutenant Robert Lemons Jr., effective September 11, 2020, amend the salary ordinance and pay all monies due.

Motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to amend the agreement between the City of Washington and the SEIU 668/PSSU, CLC to extend the existing contract thru 12/31/21, with a wage increase of .55¢ per/hour.

Motion was made by Councilman Staniszewski, seconded by Councilman Westcott, to submit the following twelve properties on the demolition list for title searches to the solicitor and schedule public hearings to certify and release to the Redevelopment Authority for demolition.

RESOLUTIONS:

Motion was made by Councilman Westcott, seconded by Councilman Staniszewski, and carried unanimously to approve Resolution 8 of 2020 to authorize the execution of Addendum No. 2 to the Cooperation Agreement between the City of Washington and the County of      Washington (Housing Authority). 

Councilman Matt Staniszewski – Revenue is down at the park by 60% in comparison to 2019 to Covid-19. 

Councilwoman Joe Pintola – No Report       

Councilman Ken Westcott – The roof and walls are up in the Salt Shed. Public Works is out milling streets. Springfield will be done before the end of the season.

Councilman Joe Manning- Stated that there is serious concern for the 2021 Budget due to Covid 19. Budget Meetings will be beginning soon.                

Mayor Scott Putnam – Warned residents to lock vehicles as there have been a rash of vehicle break-ins. Stated that he has been receiving a lot of complaints regarding deer population in the City. Unsure how to address the situation. Councilman Staniszewski stated that perhaps they can look into finding out what they could do with a scheduled archery event to alleviate some of the deer population.       

The next scheduled Regular Council Meeting will be held on Thursday October 1, 2020 at 7:00 P.M. in Council Chambers with Social Distancing Procedures in effect.  The next Agenda meeting will be held on Monday, September 28, 2020 at 6:00 p.m. in Council Chambers with Social Distancing Procedures in effect.
